Considering Beer Alcoholic

Basically anything under 10% was not considered an alcoholic beverage. It was only until July 2011 when President Dmitry Medvedev passed the law making it considered alcoholic. Before the bill was passed, beer sales were up by 40%, however vodka sales were down by 30%. Russia's alcohol consumption was set twice the critical level by the World Health Organization (WHO).
